Definition
A building permit (alvará de construção) is the municipal license authorizing construction to start according to the approved design. It is issued after review of zoning, building code and other municipal requirements. Without it there is no legal construction site; along with the incorporation registry, it is one of the documents diligent buyers check before signing.
