Paid development rights (outorga)

Definition

Paid development rights (outorga onerosa) are the financial consideration paid to the municipality to build above a plot's basic floor area ratio, up to the zoning ceiling. Established by Brazil's City Statute, it is a significant feasibility cost in cities like São Paulo and Curitiba, with proceeds funding municipal urban investments.
